As part of NIA, DOE will assess the impact on consumers, such as the cost savings throughout the lifecycle and simple payback period (PBP). DOE will use the Government Regulatory Impact Model, with an adaptation for microwavable ovens to calculate the industry net present value (NPV).
The impact of manufacturers will be assessed as well as the impact on manufacturers will be evaluated. DOE will use a modified version of its Industry Cash Flow model that has been modified for this type of product to estimate manufacturing NPV. Additionally, DOE will consider the potential impact on small-business manufacturers and other subgroups of manufacturers to determine if they could be disproportionally affected by these proposals.
In addition, DOE will consider whether the test procedures for microwave ovens should be revised to include active mode energy use and an active mode energy use metric. Currently, the test procedures only cover standby mode power use.
